In this edition we try to untangle the complexities of Nigeria’s legal system. We hear from supporters and detractors of Sharia Law, and how customary law deals with witchcraft.

Include a self-addressed-envelope for his current price list or request a price list via email at plumdx@msn.com . The prices represent Airmail rate to North America. Prices are subject to change without notice. No mimimum order via check, money order or credit card, but credit card orders under $ 15.00 will incur a $ 2.00 extra charge. Visa, MC, AMEX are accepted. Please include billing and shipping address for AMEX.

Don't forget the DX supplies include European Airmail envelopes (European Air Return and European Air Mailer). These envelopes are perfectly acceptable for mailing to ALL parts of the world, not just to Europe. Their size insures you that a 4"x6" DX QLSs will not come back to you folded which could happen if you used small U.S. sized airmail envelopes. Bill's European Air Return fits into a European Air Mailer without folding. These two envelopes and up to 5 QSL cards weigh less than one ounce. The European Air Return and 2 QSLs weigh less than 10 grams. All envelopes are sealed in plastic for protection. Envelopes are packed 100 per size per package. The 5-/50 Combo comes in one package.

I have used Bill's service for years and find his prices affordable and dependable. All stamps are enclosed within a glassine envelope, so no worries of stamps sticking to the letter, and you can enclose the stamps as is in the letter to the station.

VOA Marks 70th Year of US Broadcast to China

Washington, D.C. — December 27, 2011 —

The Voice of America is celebrating the 70th anniversary of the first U.S. radio broadcasts to China, which began the 28th of December 1941, just weeks after the Japanese attack on Pearl Harbor and the start of World War Two.

Voice of America was still months away from being officially established when the first Chinese language shortwave broadcasts were transmitted from studios in San Francisco. U.S. government broadcasting operations to China were eventually moved to New York and then Washington under the Voice of America.

VOA Director David Ensor hailed the distinguished line of journalists who have worked at the service and transformed it into a modern multi-media platform. “Because of the professionalism and creativity of our journalists, the Voice of America is a trusted source of news to the people of China and the world,” Ensor said. “As we move forward, we plan to make VOA programming even more vibrant and dynamic.”

Earlier this month, U.S. Congressman Dana Rohrabacher (R-CA) hosted a reception to honor VOA’s China Branch journalists. Congresswoman Ileana Ros-Lehtinen (R-FL), who chairs the House Foreign Affairs Committee, issued a statement congratulating Voice of America for “70 years of outstanding broadcasts to China.”

VOA programs in Mandarin, Cantonese and Tibetan are delivered on radio, television, the Internet, mobile platforms, satellite, and by proxy servers designed to circumvent Chinese Internet blocking. VOA English language teaching programs, including the social media sensation, OMG! Meiyu, enjoy a large audience in China.

For more information contact Kyle King at the VOA Public Relations office in Washington at kking@voanews.com. For more information about any of our language service visit our main English website at www.voanews.com, or visit the VOA Public Relations page at www.insidevoa.com.

The Voice of America is a multimedia international broadcasting service funded by the U.S. Government through the Broadcasting Board of Governors. VOA broadcasts approximately 1,500 hours of news, information, educational, and cultural programming every week to an estimated worldwide audience of about 141 million people. Programs are produced in 43 languages and are intended exclusively for audiences outside of the United States.

Radio Pakistan archives preserve history and heritage

Radio Pakistan in its sound archives has treasures that represent multifaceted history and heritage of Pakistan starting from emergence as an independent nation on 14th August 1947 to downward.

These national sound treasures include speeches of Quaid-e-Azam Mohammad Ali Jinnah‚ Quaid-e-Milat Liaqat Ali Khan‚ Mother-e-Milat Fatimah Jinnah‚ Quaid-e-Awam Zulfiqar Ali Bhutto Shaheed ‚ Mohtarma Benazir Bhutto Shaheed and other national leaders.

Our archives also have speeches of foreign heads of friendly nations that frequented Pakistan in the passage of last six decades. Our cultural collections include rare specimens of Pakistani music stemming from Gilgit-Batistan‚ AJK‚ Khyber Pakhtunkha‚ Punjab‚ Sindh and Balochistan in all languages spoken in different parts of the country.

There are thousands of literary programmes‚ mushairas‚ dramas and documentaries preserved in our archives.

We are going to open our archives to the people of Pakistan and to the world to give them glimpses of our rich history and heritage that is different from the image of country and its people being projected abroad from last few years due to incidents of terrorism. We are going to place this treasure of our sound archives on YouTube channel called RadioPakistanOnline.

This channel is meant to portray the real face of Pakistan and its people that are custodians of Indus Valley and Gandhara Civilisations and a tolerant and peaceful heritage of Islam.

The future of Radio Netherlands ?

23 December 2011
Radio Netherlands Worldwide - Facebook

In response to a comment about the possible abandonment of shortwave, the station wrote:

"The Dutch government has cut our budget by 70 percent from 1 January 2013. If we were to continue to use shortwave at the level we do now, due to the high cost we wouldn't have enough money left to produce any meaningful content :-( The exact situation after 1 Jan 2013 has still not been finalised. We will definitely close or sell our relay stations in Bonaire and Madagascar, as there will be no budget to pay staff to work there. We *may* retain a limited number of shortwave broadcasts, but this hasn't yet been decided. As soon as we know definitely, we will inform our listeners and Web users."

Update on Bhutan monitoring

Here's an update from BBS ...

We are still broadcasting our regular program on 50 kW transmitter with 50 kW output power. The schedule is from 0000 to 1400 GMT. Regarding 100 kW transmitter, there is a software glitch giving problems and frequent shut down. Right now 5030 is on trial, once finalised we will look for good and clean frequency for the second channel.
(Alokesh Gupta,VU3BSE, New Delhi)

5030.0, BBS, 1248 to tune out at 1355, Dec 22. Testing their transmitter, mostly with reduced modulation (hum) and sporadically testing with full modulation. Some indigenous music, usual phone conversations with young girls singing songs. At 1341, when they played some indigenous music, found them clearly parallel on 6035.05. Yesterday Jim Young (Calif.) and some Japanese DXers could hear the parallel, but I was unable to make it out until today; some morse code interference. Weekly Highlights and Forecasts

Highlights of Solar and Geomagnetic Activity 12 - 18 December 2011

Solar activity was at very low to low levels. Region 1367 (S19, L=076, class/area Cso/030 on 08 December) was the most active region and produced occasional to frequent C-class flares near and beyond the west limb during 13-15 December. Region 1376 (N20, L=306, class/area Dro/020 on 18 December) was also responsible for producing multiple C-class flares during 17-18 December. There were no Earth-directed coronal mass ejections observed during the period.
No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at normal levels.

Geomagnetic field activity was at mostly quiet levels during most of the period, with isolated periods of unsettled levels observed at high latitudes.

Forecast of Solar and Geomagnetic Activity 21 December - 16 January 2012

Solar activity is expected to be at low levels during the period.

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at normal to moderate levels during the period.

Geomagnetic field activity is expected to be at quiet levels during 21-27 December. Activity is expected to increase to quiet to unsettled levels during 28-29 December and 5-6 January due to recurrent coronal hole high-speed streams. Quiet levels will prevail 30 December - 4 January and 7-16 January.

Time Take to Enjoy Christmas Around the World

All of us have been in the midst of the holiday crunch for weeks. Endless errands and holiday festivities abound, and you may feel as though during these last few days you're running in circles! If so ... take a break, whatever you can spare, for some receiver time for band scanning and special holiday radio programs.

There are endless hours of specials from across the globe leading up to Christmas. In Central and South America, the Posadas religious commemoration continues. During the ensuing evenings many Spanish stations air extended programming - some may broadcast all night, while a few networks have been known to activate relays for the holiday season. Check during late afternoon for African stations that may also extend their broadcast hours.

On Christmas Eve the BBC World Service revives an annual tradition live from the Chapel of King‛s College, Cambridge. On Christmas Day, special programming continues from Radio Canada International and BBC World Service airs the Queen‛s Christmas Message.

Others to tune in include Germany‛s Deutsche Welle, Radio Netherlands, Vatican Radio, HCJB and many others.

December programming is an excellent time to correspond (and verify) your favorite holiday specials.

Take some time to enjoy the sounds of this special time of the year from across the world.

Email is deutsch@adenstimme.org. The QSL came from Ecuador with some beautiful postage stamps depicting the Galapagos Islands on the envelope. (Muick).

South Africa
Channel Africa 15325. Full data thank you letter from Sikander Hoosen of Sentech, the national transmitter network owner. Received in 644 days for English airmail report and US $3.00, plus follow-up in English. Sent via registered airmail with US $2.00 to Channel Africa address. Verified in 106 days after follow-up report. (Muick)

I have to admit a certain amount of disappointment and confusion with the Channel Africa QSL. They have always been listed in WRTH as having a QSL card. Not only did they not verify, but the report was eventually just passed on to Sentech, the national transmitter owner who QSL'ed with a letter. Sentech has always been represented in the WRTH as having a QSL card as well. This holds true for the new 2012 edition.

When was the last time anyone has received a QSL card directly from Channel Africa? When was the last time anyone has ever received a QSL card from Sentech? Inquring minds want to know!(Muick)

Holidays and QSLing

This time of the year is a great time to take advantage of the special holiday programming on shortwave. Stations across the globe broadcast a variety of programs of dramas, choral music, religious services, comedy, and old time radio shows. For QSL fans you can preserve your favorite station or holiday program. To keep up to date on holiday programming, MT's Programming Spotlight columnist, Fred Waterer, devotes a page to Holiday and Festive programs on his online website at http://www.doghousecharlie.com/
Shortly after going to press with my November column, I received word of a new station on shortwave . XVRB Radio -The Music Museum, is a privately funded station whose goal is to bring the fun element of old style shortwave music back to the listener's. Broadcast are every third Sunday in English on 6045 kHz, from 0900-1000 UTC. Send your comments and program details to xvrbradio@gmail.com or visit their website at http://www.xvrb.org/ .
Listener's continue to log Radio Afghanistan, but now on 7200 kHz in English and Dari from 1530-1630 UTC. Their revised email address for their English service is radioafghanistan@yahoo.com

European DXers are predicting that pirate station Radio Bila Hora, from the Czech Republic, will revive their annual New Years Eve broadcast this year. Last year they were heard on 2345 kHz at 1554. UTC. Check also 3333 kHz, a frequency that has been used previously. North American listener's may have better results by using Global Tuners, a remotely-controlled radio receiver system from radios across the world. Monitoring Bhutan

Bhutan
5030.03v, BBS, 1244-1500:44* (UTC) Dec 15. Decent reception - an excellent frequency choice as it has been vacant since Sarawak closed down in the middle of this year. Mostly in what sounded like French although I thought I heard a different dialect too? Slowly drifted down to 5030.0. Very nice! Their external service? Played a lot of nice indigenous music!

1244-1330 on air phone calls.
1330-1359 cute on air phone calls from young children singing songs.
1400-1423 talking followed by indigenous music.
1500 - English “This is the new service of the Bhutan Broadcasting Service” and shortly off.

The DX Challenge is Back !

After a lengthy absence, the Shortwave DX Challenge is back and it runs for the month of January. Log as many countries as you can in the month. All loggings must be of at least five minutes in length with as much program detail as possible. Only shortwave broadcast and time signal stations count. Relay transmissions count as the country where the transmitter is located. All entries must be e-mailed in or postmarked by February 15th. NO HAND WRITTEN ENTRIES. I'm getting too old to decipher chicken scrawl. You can also send in entries as you log them and they will be tallied together at the end.

And there will be a nice prize for whoever logs the most countries over the month of January.

Use the NASWA country list available at:
http://www.naswa.net/images/NASWA_country_list.pdf to for your loggings. Use the snail/e-mail address below or see the January issue of my column, Your Reports, when it is posted to the ODXA website. All entries may be used in the column.

Radio Romania Intl welcomes questionnaire 2011-212

Radio Romania International has a continued commitment towards improving the structure, content and journalistic quality of radio broadcasts (by modernizing short wave emitters, short wave digital content, expanding re-broadcasting services through partner stations). The first 100 of our listeners who return the complete questionnaire by any means (regular mail, e-mail, fax, or by filling in the form received through RRI newsletter) will receive a small gift as a sign of our appreciation. Be assured that your answers are entirely confidential, and will be used by RRI for statistical purposes only. Don't let Voice of America broadcasts go static

Voice of America (VOA), the jewel in America's public diplomacy effort abroad, is set to be streamlined. Some programs can be downsized. But VOA is in the national interest, especially as Russia, China, and Iran expand state-supported media. Cuts should be handled with care.

Marti Program Bridging Cuban and American Business

An innovative Martí program focuses on the future of Cuba through conversations bridging Cuban and American business people as part of the next episode of Avanza Cuba (Cuba Forward), scheduled for December 14, 2011 from 11am to 12pm.

The program, to be broadcast from Radio Martí’s Miami studios, will feature Cuban bloggers and entrepreneurs from within the island, in conversation with Cuban business owners in Union City, New Jersey, as well as other special guests and audience participation. The episode focuses on the nascent Cuban business community made up of "cuentapropistas", a uniquely Cuban term for entrepreneurs which roughly translates as "being-on-their-owns".

“We are providing a unique opportunity for Cubans interested in starting or operating small businesses to ask questions and share their experiences with practitioners in Miami, London and New Jersey,” said Carlos Garcia Pérez, Director of Radio and TV Martí. “The incremental relaxation of the market rules in Cuba invites a rich conversation about the current environment as well as the future of the Island.

Avanza Cuba premiered in September 2011, featuring prominent Cuban bloggers, professors, and students discussing new media and the role of technology in Cuba. The program incorporates all of the Martí’s radio, TV, and online streams and aims to create a dialogue and share information to help Cubans make educated decisions about the future of their country.

Avanza Cuba moves beyond politics to foster discussion of topics of interest to the audience, including creating opportunities to use social media and fostering Cuban entrepreneurship.

In response to the first Avanza Cuba program, notable Cuban blogger Yoani Sánchez Tweeted: “A lot of people calling me from the provinces after today’s show. Incredible how many Cubans listen to the ‘forbidden radio.’”

During the broadcast, join the conversation by following @AvanzaCuba on Twitter, liking the “Avanza Cuba” page on Facebook, or emailing avanzacuba@gmail.com.
Visit www.martinoticias.com for more information on Avanza Cuba and other Radio and TV Martí programs.

Highlights of Solar and Geomagnetic Activity 05 - 11 December 2011
Solar activity was at predominantly low levels for the summary period. From 05 - 06 December, two regions dominated the disk in size and solar flare production, Region 1363 (S21, L=108, class/area=Eki/620 on 05 December) and Region 1362 (N08, L=131, lass/area=Eso/220 on 03 December). Both regions produced multiple C-class events with Region 1363 responsible for the largest event of the period, a C6/Sf flare at 05/2325 UTC. From 07 - 10 December, Region 1374 (S17, L=352, class/area=Dso/210 on 11 December) and
Region 1375 (N08, L=356, class/area=Cso/140 on 11 December) dominated the disk, each producing several small C-class events. The only days of the summary period with activity at very low levels were 06 and 11 December . Multiple coronal mass ejections (CMEs) were observed throughout the week, however, none of them were geoeffective.

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at moderate levels from 05 - 09 December. A return to background levels was observed on 10 December.

Geomagnetic activity was at predominantly quiet levels during the summary period. From 05 - 08 December, quiet conditions were observed at all latitudes. On 09 December, an isolated period of active conditions was observed at high latitudes. On 10 December, quiet to unsettled conditions were observed as a coronal hole high speed stream (CH HSS) moved into a geoeffective position. Solar wind speed increased from around 330 km/s to around 500 km/s at the ACE spacecraft and the total IMF rose to around 11 nT. Another isolated period of active conditions was observed at high latitudes on 11 December as a result of the CH HSS effects.

Forecast of Solar and Geomagnetic Activity 14 December - 09 January 2012

Solar activity is expected to be at predominately low levels with a chance for isolated M-class activity from 12 - 22 December. A decrease to predominantly low levels is expected from 23 -24 December as Regions 1374 and 1375 rotate off the disk. An increase to a slight chance for M-class activity is expected on 25 December as Region 1363 returns and remain for the duration of the forecast period.

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at normal to moderate levels the entire forecast period (14 December - 09 January).

Geomagnetic field activity is expected to be at mostly quiet levels from 14 - 25 December. Quiet to unsettled conditions are expected on 26 - 29 December due to effects from a recurrent CH HSS. A return to quiet levels is expected from 30 December - 04 January followed by an increase to quiet to unsettled levels on 05 - 06 January due to effects from a second recurrent CH HSS. Mostly quiet conditions are expected for the remainder of the period.

The State We're In
Jonathan Groubert and his team look at current events from an unexpected perspective.

Betrayal
A Norwegian filmmaker on joining anarchists in their fight against neo-Nazis, and the betrayal she regrets to this day. A Dutch wallpaperer and his comic odyssey in becoming part owner of one of the most expensive soccer clubs in the world. And a 97-year-old veteran on the Warsaw Uprising who was jailed by the country he put his life on the line for.

First airing: Saturday 02:00 UTC

Earth Beat
Marnie Chesterton and her team look at the footprint we’re leaving on our planet.

This week on Earth Beat, we’re heading up, up and away to take a look at the view from above. From using Google Earth to discover archeological sites to a scientist with a head for heights, and a group of intrepid twenty-something canoeists who decided to paddle 7000 km across the second largest country in the world to understand exactly how bit it is. Getting a bit of distance...
First airing: Friday 03:00 UTC

South Asia Wired
Stories from South Asia.

Bangladesh’s struggle for independence from Pakistan – 40 years ago this year – came with a price. Many Bangladeshi women were raped during the final stages of the war, but a very conservative society left no space for the victims to talk about their terrifying experiences.

On this week’s South Asia Wired, you can hear the story of two sisters who were both raped by the soldiers. They’re not afraid to break the wall of silence that, even 40 years on, holds so many other women in Bangladesh captured.

(There'll be a new edition of the programme on Thursday )

First airing: Thursday 10:00 UTC

Bridges With Africa
We're giving the microphone to Diaspora groups in Europe and are linking up with stations in Africa.

Violence flares on the streets of Kinshasa, over claims of election fraud in the Democratic Republic of Congo. We ask what the future has in store for peace in the country

In the first of two special reports, we ask what makes homosexuality such an anathema in countries across Africa.

And we hear from Ghanaian-American, Blitz the Ambassador, about his own blend of hip hop straddling Africa and America.

First airing: Friday 00:00 UTC

Africa in Progress
Inspiring round-table discussions with guest speakers and in-depth interviews give listeners food for thought.

Think out of the box and create your job!

More than half of African youths are unemployed. This is because there is little formal employment for them.

This edition features three successful African entrepreneurs who did not wait for jobs to come to them. They thought out of the box, and even broke a few taboos in order to create their own jobs. One is a professional toilet cleaner, one started a delivery business and another helps people run their businesses.

First airing: Monday 19:00 UTC

Commonwealth in Progress
A selection of winning stories chosen from the large number of entries for the 2010 Commonwealth Short Story Competition.

'Thembi's Bicycle' by Rachel Tucker (South Africa). A grandmother's gambling dreams. Read by Jack Klaff.

First airing: Tuesday 01:50 UTC

Global Perspective
Who says I can’t… is the motto of this year’s collaboration of international broadcasters, offering stories of defiance and perseverance.

Who says I can’t fish?

Around one billion people in the world rely on fish as their primary source of protein, but fishermen in many parts of the world are having greater restrictions put on their fishing because of concerns about the level of fish stocks and the marine environment.

The BBC World Service introduces us to Fred Normandale, one of the few remaining fishermen in the small town of Scarborough in the North East of England.

First airing: Monday 17:30 UTC

European Jazz Stage
Unique jazz performances from the continent’s hottest clubs, concert halls and festivals, including the spectacular North Sea Jazz Festival.

This week we make a virtual journey of 3000 miles from Seattle to New York, all via music stages in the Netherlands.

Originally a computer science prodigy, Aaron Parks from Seattle switched to piano playing aged 16. He characterises his own music as 'spontaneous and cinematic'.

Next on the stage of the Amsterdam BIM house is Dutch drummer Erik Ineke's band JazzXpress, joined from Kansas City by singer Deborah Brown. Their show is a tribute to vocalist Ivy Anderson, known for her work with Duke Ellington in the 1930s.

The Vanguard Jazz Orchestra, known for its unbroken string of Monday evening concerts over 45 years in the Greenwich Village Jazz Club, ends the programme. Thad Jones compositions are the mainstay of their music.

First airing: Monday 01:00 UTC

RNW Classical
Classical concerts from the Royal Concertgebouw as well as studio recordings of Dutch performers, presented by Hans Haffmans.

Available 24 hours a day via our sister web station RNWclassical.com
